التقى السيد الرئيس عبد الفتاح السيسي، اليوم في العاصمة الأسبانية “مدريد” بالسيد بيدرو سانشيز رئيس الحكومة الأسبانية

وقد أعقب ذلك قيام السيد الرئيس ورئيس الحكومة الأسبانية بالتوقيع على إعلان ترفيع العلاقات بين مصر وأسبانيا إلى مستوى الشراكة الاستراتيجية، كما شهدا التوقيع على عدد من مذكرات التفاهم بين البلدين في مجالات مختلفة.

هذا، وقد عقد الجانبان مؤتمراً صحفياً تناول مجريات المباحثات بين السيد رئيس الجمهورية ورئيس حكومة أسبانيا، وفيما يلي نص كلمة السيد الرئيس خلال المؤتمر الصحفي:

عزيزي، دولة السيد/ بيدرو سانشيز..

رئيس حكومة المملكة الإسبانية،

السيدات والسادة.. الحضور الكريم،

اسمحوا لى قبل أن أبدء كلمتي أن أعرب عن الاحترام والتقدير لموقف أسبانيا.

اسمحوا لي في البداية، أن أعرب عن خالص الشكر والامتنان، للحفاوة التى لقيتها منذ وصولى إلى مملكة إسبانيا الصديقة.

إن هذه هى زيارتى الثانية إلى مدريد، وهو ما يعكس الرغبة الصادقة، فى تعزيز العلاقات التاريخية الراسخة بين بلدينا، والتعاون المثمر بينهما، على أساس مشترك من الاحترام والتفاهم المتبادلين. وفى إطار العلاقات الثنائية الوثيقة بيننا، وسعينا المتواصل لتطويرها، وقعنا اليوم وثيقة لترفيع العلاقات المصرية الإسبانية إلى مستوى الشراكة الإستراتيجية، والتى نتطلع إلى تطبيقها بشكل فعال .. جنباً إلى جنب، مع جميع الاتفاقيات ومذكرات التفاهم المبرمة بيننا، بهدف تعميق التعاون الاقتصادى والاستثمارى، وزيادة حجم التبادل التجارى بين البلدين، وهى الأمور التي حظيت بأهميــــــة كبيـــــرة، خـــــلال مباحثاتنـــــــا اليـــــــوم. حيث أكدنا فى ذات السياق، على ضرورة تعزيز تواجد الاستثمارات الإسبانية، والبناء على قصص نجاح الشركات الإسبانية العاملة فى مصر .. كما أبدينا حرصنا، على تكثيف التعاون فى توطين الصناعة بمصر، فى كافة المجالات .. بما فى ذلك مجالات الطاقة المتجددة والنظيفة، والنقل، والاتصالات وتكنولوجيا المعلومات.. بالإضافة إلى تبادل الخبرات والمعلومات، فى موضوعات إدارة وتنمية الموارد المائية، فى ظل ما تمثله مسألة الأمن المائى، من أهمية بالغة لمصر.

السيدات والسادة،

لقد كانت الأزمات الإقليمية، محورا مهما خلال مباحثاتنا اليوم، مع دولة رئيس الوزراء، حيث استعرضنا التطورات المتعلقة بالحرب فى قطاع غزة، ومستقبل القضية الفلسطينية، وأكدنا فى هذا السياق، على ضرورة التنفيذ الكامل لاتفاق وقف إطلاق النار، واستمرار تبادل الرهائن والأسرى، ودخول المساعدات الإنسانية اللازمة، لإنقاذ أهالى غزة من الأوضاع المأساوية التى يعانون منها.

واسمحوا لى من هذا المنبر، أن أشيد بقرار إسبانيا الشجاع والتاريخى، الذى انحاز إلى الحق والعدل، عبر الاعتراف بالدولة الفلسطينية وحقوق الشعب الفلسطينى المشروعة، وعلى رأسها حقه فى تقرير المصير.

لقد اتفقنا فى هذا الصدد، على ضرورة السعى والدفع لإحياء عملية السلام، بهدف إقامة دولة فلسطينية، وفقا لقرارات الشرعية الدولية.

كما أكدنا على أهمية دعم المجتمع الدولى، وتبنيه خطة إعادة إعمار قطاع غزة، دون تهجير الشعب الفلسطينى وأكرر دون تهجير الشعب الفلسطيني من أرضه التى يتمسك بها، ووطنه الذى لا يقبل التفريط فيه، وبما يضمن البدء الفورى فى عمليات الإغاثة والتعافى المبكر.

وأكدنا كذلك، على ضرورة دعم المنظمات الدولية، العاملة فى المجال الإنسانى بالقطاع، وفى مقدمتها وكالة “الأونروا” التى لا يمكن الاستغناء عنها، فى تقديم الخدمات الإنسانية الأساسية للشعب الفلسطينى.

الحضور الكريم،

لقد تناولت كذلك مع دولة رئيس الوزراء، التطورات التى تشهدها سوريا، حيث أكدت دعم مصر الثابت للشعب السورى الشقيق، والوقوف إلى جانبه، لتحقيق تطلعاته المشروعة، وتوافقنا فى هذا الإطار، على أهمية الحفاظ على سيادة سوريا ووحدتها وسلامة أراضيها، مع أهمية بدء عملية سياسية شاملة فى سوريا، بمشاركة كافة مكونات الشعب السورى، فضلا عن رفضنا التام للانتهاكات الإسرائيلية للسيادة السورية، وضرورة إنهاء الاحتلال الإسرائيلى للجولان.

تناولنا أيضا الأوضاع فى لبنان، حيث رحبنا بانتخاب رئيس جمهورية جديد، ورئيس حكومة جديد، وأكدنا على أهمية الالتزام بتنفيذ اتفاق وقف الأعمال العدائية، وضرورة انسحاب إسرائيل الكامل من الأراضى اللبنانية.

كما اتفقنا على أهمية تكثيف التعاون، لوقف الهجمات ضد السفن التجارية فى باب المندب وتبادلنا وجهات النظر حول التطورات الإقليمية، فى منطقتى القرن الإفريقى والساحل.

وختاما، أتوجه إليكم دولة رئيس الوزراء مجددا، بخالص الشكر على دعوتى لزيارة مملكة إسبانيا الصديقة ، وأتطلع للترحيب بكم وبجلالة الملك وجلالة الملكة فى مصر ، وكذا للمشاركة فى حفل افتتاح المتحف المصرى الكبير، وهى الزيارات التى سوف تسهم بالقطع، فى تعميق علاقات التعاون، وترسيخ أواصر الصداقة التاريخية الممتدة، التى تجمع بلدينا وشعبينا الصديقين.

Today, President Abdel Fattah El-Sisi met with Spain’s Prime Minister Pedro Sánchez in Madrid, on the second day of the President’s official visit to the Kingdom of Spain.

President El-Sisi and Prime Minister Sánchez held an expanded session of talks attended by the two countries’ delegations. The meeting focused on bilateral relations as well as regional developments. The Spanish Prime Minister emphasized Spain’s full agreement with Egypt’s stance, categorically rejecting the displacement of the Palestinians. Prime Minister Sánchez reiterated that Spain decisively and unequivocally rejects the displacement of the Palestinians. He confirmed that Madrid supports the outcomes that will emanate from the upcoming Arab summit, due in Egypt, on the reconstruction of the Gaza Strip and Egypt’s plan in this regard, in a way that secures the continued presence of the Palestinians on their land. He affirmed the imperative to implement the two-state solution.

Following the talks, President El-Sisi and Spain’s Prime Minister signed a declaration, promoting relations between Egypt and Spain to the level of strategic partnership. They also witnessed the signing ceremony of a multitude of Memoranda of Understanding, MoUs, between the two countries in an array of fields.

Ladies and gentlemen, dignified attendees

Allow me at the outset to express profound appreciation and gratitude for the warm reception I have received since my arrival in the Kingdom of Spain.

This is my second visit to Madrid, which demonstrates a sincere commitment to fostering the historical and solid relations between our countries, as well as our fruitful cooperation which is founded on mutual respect and understanding.

Grounded in our close bilateral relations and steadfast dedication to further advancing them, we signed today a document elevating Egyptian-Spanish relations to the level of strategic partnership. We are determined to dynamically pursue the implementation of this landmark agreement, alongside all other agreements and memoranda of understanding currently in force between our countries. Our shared objective is to forge deeper economic and investment collaboration and to substantially increase the volume of bilateral trade, key issues that were the subject of extensive discussions today.

We highlighted the importance of attracting further Spanish investment and building upon the established successes of Spanish businesses operating in Egypt. We also confirmed our commitment to strengthening cooperation in the localization of the industry in Egypt in all domains. Those include the sectors of renewable and clean energy, transport, communications and information technology, along with the exchange of expertise and information on the management and development of water resources, given the significance of the water security issue to Egypt.

Ladies and gentlemen,

Regional crises were prominent topics in discussions with His Excellency the Prime Minister today. We reviewed developments in the war in the Gaza Strip and prospects for the Palestinian issue. In this regard, we affirmed the imperative of the full implementation of the ceasefire agreement, the sustained exchange of hostages and detainees and the unfettered delivery of urgently-needed humanitarian aid and relief to alleviate the devastating humanitarian crisis endured by the people of Gaza.

Allow me from this platform, once again, to commend Spain’s courageous and historic decision to uphold right and justice, by recognizing the Palestinian State and the Palestinian people’s legitimate and inalienable rights, primarily their right to self-determination.

We concurred on the urgent need to strive to reinvigorate the peace process with the goal of establishing an independent Palestinian State, in accordance with the resolutions of international legitimacy.

We also emphasized the importance of the international community’s support and adoption of the reconstruction plan for the Gaza Strip, that does not involve the forcible displacement of the Palestinian people, again, without the displacement of the Palestinian people, from their land they so dearly cherish, and their ancestral homeland they will never abandon, and that ensures the immediate initiation of relief and early recovery operations.

We underscored the necessity of supporting international humanitarian organizations operating in the sector, foremost among them “The United Nations Relief and Works Agency for Palestine Refugees in the Near East” (UNRWA), stressing the indispensable nature of its work in providing basic humanitarian services to the Palestinian people.

In our meeting today, I discussed with His Excellency Prime Minister Sánchez developments in Syria. I emphasized Egypt’s unwavering solidarity with the Syrian people in their pursuit of their legitimate aspirations. We stressed the importance of safeguarding the sovereignty, unity, and territorial integrity of Syria and underlined the urgency to initiate a comprehensive political process, encompassing all segments of the Syrian people. We reiterated our categorical rejection of Israel’s violations of Syrian sovereignty and reaffirmed the crucial necessity of ending the continued illegal Israeli occupation of the Golan Heights.

On Lebanon, we discussed the situation there and welcomed the election of a new President of the Republic and a new Prime Minister. We maintained the importance of upholding the cessation of hostilities agreement and Israel’s complete withdrawal from Lebanese territories.

We further agreed to strengthen cooperation on maritime security to address attacks on commercial shipping in Bab El-Mandab, and exchanged views on developments in the Horn of Africa and Sahel regions.

Finally, I extend heartfelt gratitude, once again, to Spanish Prime Minister Sánchez for his invitation to visit the Kingdom of Spain. I look forward to welcoming him, His Majesty the King and Her Majesty the Queen to Egypt and to participate in the opening ceremony of the Grand Egyptian Museum. This visit will definitely contribute to cultivating closer cooperation and solidifying the longstanding and historical friendship the two countries and their peoples share.
